Overview
The Human Resources Advisor performs professional and consultative work in the design, development, and administration of Countywide Human Resources (HR) programs and policies.
Providing support services in HR Resource Center to support department and employee needs.
The position requires the ability to work independently, and as part of a highly effective team, to collaborate closely with other Human Resources team members, internal, and external stakeholders.
Duties are performed under the general supervision of a Senior Human Resources Advisor.
Performance is reviewed through observations, reports and achievement of desired results.
Representative Duties
Ensures consistent application of Human Resources’ vision, policies, and key strategic initiatives, and adherence/compliance with all federal, state and local laws, rules and regulations.
Assists with the design and execution of strategies to enable the effective application and utilization of HR programs.
Serves as lead subject matter expert in various HR disciplines to support the HR Resource Center.
Supervises staff in the performance of required duties and responsibilities.
Assists in providing day to day operational support to HR Resource Center representatives responsible for responding to employee inquiries regarding HR policies, programs, services, and processes.
Manages knowledge base content to ensure the staff readiness in responding to employee inquiries accurately and consistently.
Leads and motivates a team to deliver results by communicating HR goals and deadlines.
Engages and develops resource center representatives through effective performance management, coaching, mentoring, and ongoing cross - training.
Identifies and executes process improvement opportunities.
Performs scheduled and ad hoc quality assurance audits to improve customer service.
Provides guidance/recommendations to the departments based on current policies and practices and helps develop solutions to address department needs and concerns.
Reviews and provides detailed analytical reports and responses as needed.
Maintains knowledge of software systems and process flows.
Performs other related duties as required.
Minimum Qualifications
Bachelor's degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and four years of professional level experience in relevant HR area or an equivalent combination of education or experience.
Master’s degree from an accredited institution in a closely related field may be substituted for up to two (2) years of the required experience.
Preferences
Supervisory experience.

Educational Requirements
