GENERAL DESCRIPTION
This is a skilled position requiring manual work and the application of skills and knowledge above the basic Utility Service Worker I position.
Employee may also act as a lead worker for short periods over one or two assistants, but does not exercise formal supervision over other employees.
Work is carried out under the general supervision of the Utility Supervisor or Foreman.
Work is reviewed through observation, conversation, and evaluation of results achieved.
ESSENTIAL JOB FUNCTIONS
Work involves performing scheduled maintenance water distribution and reclaim distribution systems.
Repair and/or replace utility piping, fire hydrants, valves.
Perform installation and testing of water meter and backflow preventers.
Ability to take charge of crew during supervisor's absence.
Reading and interpreting construction plans.
Ability to maintain effective working relationship with employees.
Assist with utility locating via Sunshine 811 one call system as needed.
Must be able to work in adverse weather conditions, overtime, weekends, nights, holidays, and 24-hour stand-by duty, as required.
Performs any other duties or tasks that may be assigned
KNOWLEDGE, SKILLS & ABILITIES
Ability to perform manual labor for extended periods.
Ability to follow oral and written instructions.
Knowledgeable of occupational hazards and safety procedures of the work environment.
Knowledge of water distribution systems operations.
Ability to repair water and waste water piping systems without supervision.
Knowledge of power tools and heavy equipment, their functions and capabilities.
Knowledge of occupational hazards and safety precautions of the work environment.
Ability to read and understand blue prints and use surveying instruments such as levels and lasers.
MINIMUM QUALIFICATIONS
High school diploma, or equivalent certification.
Three or more years of experience performing work in water distribution maintenance or installation.
Possession of Level 3 Water Distribution Operator license or ability to obtain license within 12 months from date of hire.
Must possess a valid State of Florida driver's license.
Required to obtain valid State of Florida driver's license Class B CDL within 180 days of employment
EQUIPMENT USED
Includes, but not limited to, personal protective equipment, hand tools, power tools, pneumatic tools, transit level, specialized equipment, boom truck, portable generator, dump truck, vacuum combination truck, heavy equipment.
PHYSICAL REQUIREMENTS
Work requires very frequent standing, walking, frequent sitting, lifting of objects less than 50 pounds, bending, stooping, pushing, pulling, digging, kneeling, reading and writing.
Work also requires occasional reaching overhead and climbing.
Work requires very frequent operation of a utility crew truck, both on and off road.
Works frequently in extreme weather, heights and confined areas.
Works occasionally in noxious fumes, in areas of excessive noise and with chemicals.
JOB LOCATION
All City owned buildings, parks, grounds and recreation facilities.
Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.
