WORK OBJECTIVE
This position performs routine skilled labor with other employees in the collection and distribution divisions.
Work involves maintenance, repair, installation, renewal, relocation, removal and disconnection of various utility mains and services.
Works in confined spaces at times.
Receives specific work instructions and refers unusual questions to a supervisor for decisions.
Performs a variety of maintenance, construction, repair and location tasks involving water meters, boxes, and utility mains and lines.
Work is performed under the supervision of either the Collection or Distribution Division Supervisor.
ESSENTIAL FUNCTIONS The list of essential functions is intended to be representative of the work performed.

The omission of an essential function does not preclude management from assigning duties not listed if such duties are a logical assignment to the position.
Performs physically demanding skilled labor installing, relocating, replacing, repairing and maintaining gravity sewer lines, force mains, manholes, service connections, water mains, fire hydrants, gate valves and other related appurtenances associated with water and wastewater systems in the field.
Finds and eliminates sources of infiltration and inflow into the collection system.
Locates sewer and water mains, valves and blow-offs.
Performs required inspections, maintenance, repairs and adjustments to lift stations, grounds, pumps, motors, plumbing and other related appurtenances.
Reports any defects, power outages or malfunctions to a supervisor at once.
Records and documents required information as needed.
Operates light equipment such as pay loaders, backhoes, trenchers, sewer cleaners, sludge tanker trucks and tractor mowers on a limited basis.
May be assigned to read water meters on assigned routes or in response to work orders and accurately record readings.
Responsible for the electronic equipment assigned for the purpose of recording meter reading information and ensures that the equipment is kept from loss or damage.
Ensures that meters are registering properly and reports on such conditions as stuck meters, broken dials, leaks and other defects or suspicious conditions.
Completes customer service work orders, turns customer water service on or off, reads meters and performs other related customer service work.
MINIMUM QUALIFICATIONS Graduation from an accredited high school or GED certification.
Prior labor-intensive work experience or work experience involving customer or public contact is desirable.
Possession of a valid Florida CDL Driver?s permit Class B or higher or ability to obtain permit within 6 months of hire date and obtain CDL license class B or higher within 12 months that includes air brake and tanker endorsements.
Based on FMCSA regulations, applicants for employment and existing employees in positions requiring a CDL are subject to pre-employment, post-employment, and ongoing testing for controlled substances and alcohol as a condition of employment.
Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.
KNOWLEDGE, SKILLS AND ABILITIES Ability to learn streets and roads in the City?s service area.
Ability to fill out reports and work orders with good penmanship.
Ability to calm displeased customers and resolve complaints.
Knowledge of the safe use and proper care of power tools and small power equipment.
Ability to perform heavy manual labor for extended periods of time, occasionally in adverse weather conditions.
Ability to establish and maintain effective work relationships with other employees.
Ability to understand and follow verbal and basic written instructions ENVIRONMENT & PHYSICAL REQUIREMENTS Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling or crouching, and may involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20?50 pounds).
Requires intermittent lifting, carrying, pushing and/or pulling of heavier objects (75+ pounds).
Also requires walking long distances and frequent standing, bending, stooping, pushing, pulling, digging, reaching, crawling, kneeling and lifting.
Tasks are performed in outdoor environments, under all weather conditions.
Some risk of exposure to vehicular traffic, noise and exhaust fumes, and working around open trenches and construction areas which involve the use of safety equipment such as reflective vests, hard hats, and safety shoes.
The noise level in the work environment is usually moderate and may sometimes be loud.
Must follow all safety requirements carefully.
